SAFA Decision: Orion FC 6-Yard Box Violation
SAFA has completed its review of the 6-yard box incident from the Orion FC vs Adamantium knockout match. This decision explains the violation, the remedy applied under the current rule, the sanction against Orion FC, and the rule update that will apply from the Semi-Finals onward.
Decision Summary
- A rule violation occurred. An Orion FC outfield player remained inside the 6-yard box for longer than the permitted 2-second threshold before the free kick was taken.
- No goal is awarded to Adamantium. Under the current wording and prior precedent, the interference requirement for awarding a goal is not clearly satisfied.
- Orion FC is sanctioned. The player receives a 3-match suspension, Orion forfeits Semi-Final seeding advantage, and the club is placed on probation.
- The rule is being updated. The new defensive 6-yard box rule applies to all SAFA competitions from the Semi-Finals onward.
The Violation
The available footage shows an Orion FC outfield player inside the 6-yard box for substantially longer than the 2-second threshold established by the rule, before the free kick was taken.
The positioning was manual and sustained. It was not incidental.
The question before the Community Managers was not whether the rule was broken. It was. The question was what remedy applies under the rule as currently written.
Why No Goal Is Awarded
The current rule states that where a defender illegally enters the 6-yard box and interferes with play, a goal may be awarded to the attacking team.
That rule requires two elements:
- Illegal positioning
- Interference with play
The illegal positioning element is clearly satisfied. The issue is whether the interference element is satisfied under the current wording and SAFA's existing precedent.
SAFA's only prior ruling under this clause involved a case where an illegally positioned defender cleared the ball off the line. That action involved direct, observable contact with the ball that prevented a goal. In that case, SAFA found interference and awarded a goal.
In the present case, the illegally positioned Orion FC defender did not touch the ball, did not block the shot, and did not contact an Adamantium attacker. The shot taken by Adamantium was directed near post. The illegal defender was not in the direct path of that shot.
Adamantium argued that the illegal defender reduced the effective scoring area and influenced the free-kick taker's decision to shoot near post. SAFA takes both arguments seriously.
However, under the rule as currently written, area-reduction as a form of interference is not defined, and SAFA has not previously ruled that it satisfies the interference standard by itself.
Decisions made by an attacker about which post to target cannot be adjudicated as a goal-scoring event. SAFA cannot award goals based on shots that were not taken.
Expanding the meaning of interference beyond SAFA's prior precedent, and applying that expanded interpretation retroactively to a completed knockout match, would be improper. It would change the standard after the match had already been played.
This decision does not mean the violation was minor. It means that, under the current wording of the rule, the available evidence does not support the specific remedy of awarding a goal.
Sanction Against Orion FC
The 6-yard box rule was broken in a serious and non-trivial way. A decision without meaningful consequences would weaken the rule and create the wrong precedent for future matches.
The Community Managers therefore impose the following sanctions on Orion FC.
The Orion FC player responsible for the violation receives a 3-match suspension.
If Orion FC's season ends before the suspension is fully served, the remaining matches will carry into the start of the next season.
Orion FC forfeits any seeding or draw advantage they would otherwise hold for the Semi-Final.
Orion FC is placed on probation for their next 5 competitive matches across all SAFA competitions.
If those matches do not fit within the current season, the probation period will carry into the next season.
This violation will be entered on Orion FC's permanent club record.
The Community Managers will still review the footage to determine the classification of the violation, but once the classification is made, the outcome is locked in.
Rule Update
SAFA is updating the defensive 6-yard box violation rule. The updated wording will apply to all SAFA competitions starting from the Semi-Final matches.
This update concerns defensive 6-yard box violations only. Attacking 6-yard box violations remain governed by the existing rulebook provision.
Updated Defensive 6-Yard Box Rule
A defending outfield player may not enter or remain inside the 6-yard box for more than 2 seconds before the ball is played from a direct free kick near the goal area.
For this rule, the ball is considered played at the moment it is first kicked and clearly moves.
Where a violation occurs, the remedy will depend on whether the violation is classified as Material or Severe.
The Community Manager panel will make the final determination based on the available footage and evidence.
Material Violation
A Material violation occurs when a defending outfield player is illegally positioned inside the 6-yard box for more than 2 seconds before the ball is played from a direct free kick near the goal area, and the Severe-violation trigger does not apply.
This includes situations where the defender:
- Occupies the goal line but is not in the path of the ball
- Is positioned to cover a post, shooting lane, passing lane, rebound area, or goalkeeper-support area connected to the direct free kick
- Occupies space that the goalkeeper would otherwise be responsible for defending
- Affects how the attacking team can realistically play the direct free kick

Club-level sanctions may include probationary status, seeding forfeit, or any other measure the Community Manager panel considers appropriate based on the incident.
Severe Violation
A Severe violation occurs when the ball makes contact with the illegally positioned defender during the immediate free-kick phase.
Contact includes any touch by the defender, including a deflection, block, header, kick, or absorption of the ball.
The immediate free-kick phase ends once:
- The defending team gains clear possession
- The ball is cleared away from the free-kick situation
- Play has clearly moved into a new phase
If the attacking team scores during the same immediate free-kick phase, the goal stands and no additional goal is awarded. Player suspension and any applicable disciplinary action may still apply.

Repeated violations across matches may lead to stronger sanctions, including longer suspensions and further club-level consequences.
Finals Procedure
Before every SAFA Final, both finalist clubs will receive a written reminder of the 6-yard box rule, the violation classifications, and the consequences. Both clubs must acknowledge this reminder before kickoff.
If a 6-yard box violation occurs in a Final after this reminder has been issued, the match will continue and be played to completion. The incident will then be reviewed after the match.
For Finals only, once both clubs have received and acknowledged the written reminder, Material violations may carry an additional scoreline remedy beyond the standard Material-violation sanction.
If the violation is judged to be Material or Severe, a goal will be awarded to the attacking team and added to the final scoreline.
Any awarded goal will be treated as having been scored at the moment of the offending direct free kick solely for determining the final score.
If that added goal does not change the result, the original winner remains unchanged.
If that added goal changes the result of the Final, the matter will be referred to the full Community Manager panel, excluding any recused Community Managers whose clubs are involved. The panel will then decide the appropriate resolution.
Possible resolutions may include:
- Trophy reallocation
- Replaying the Final
- Sharing the trophy
- Another remedy depending on the circumstances
The Community Manager panel's decision will be final.
For Final-match violations, the offending club will also be placed on probation for the next season's knockout fixtures, and the violation will be recorded on the club's official record.
SAFA's responsibility is to apply the rule as it existed at the time of the match, not as the rule should have been written in hindsight.
Orion FC clearly violated the 6-yard box rule. That violation has been punished through player suspension, seeding consequences, probationary status, and a permanent club-record entry.
At the same time, SAFA will not award a retroactive goal where the current rule and prior precedent do not clearly support that remedy.
From the Semi-Finals onward, the updated rule removes that uncertainty. Clubs are now on clear notice of the classifications, consequences, and remedies that will apply.
